Statement of Purpose
The objective of the Campus Cooperative Development Corporation (CCDC) is to increase the supply of high quality and affordable cooperative student housing on university and college campuses across the United States. The CCDC shall function as a development catalyst, providing financial and development services to sponsors of student cooperative housing. In addition, the CCDC shall work to insure the ongoing viability and success of student housing cooperatives through education and training programs.

To accomplish these goals, the CCDC shall rely on the financial and other resources of the student cooperative community and the expertise and organizational capacity of the North American Students of Cooperation (NASCO) and the National Cooperative Business Association (NCBA).

Background

In 1987 participants from four of the largest U.S. campus housing cooperatives, after a year of discussion and planning, founded the Campus Cooperative Development Corporation. Each of these groups committed to funding the new organization through a small tax on each of their memberships and organized the Corporation's activities through contractual arrangements with the North American Students of Cooperation (NASCO) and the National Cooperative Business Association (NCBA).

Leaders from participating cooperative groups researched the history of cooperative development and decided that the slow, cyclical rate of student co-op development was due, in large part, to the inaction of existing student cooperatives. Simply put, student cooperatives might be much further along today if thay had committed to a concerted effort to strengthen and expand their movement.

Participants concluded that an organized effort would have been able to assist many groups wishing to establish new cooperatives over the past 50 years. The group decided that if more cooperatives were ever to be created consistently existing cooperatives would need to work together to support institutionalized cooperative development through a new organization and through hands on assistance on a project by project basis. In this way the Campus Cooperative Development Corporation was organized with the mandate to assist cooperative devlopment in any every way feasible using organizational support by NASCO and NCBA and through using resources of existing student cooperatives.

Membership
All student cooperatives are encouraged to support the development effort through active membership in the Campus Cooperative Development Corporation. Membersof CCDC are those that pay membership dues based on a "development tax" or $1.25 per member per month on the membership of the member cooperative. The total contribution from a cooperative shall then depend on the size of the cooperative's membership, requiring that no cooperative be asked to contribute more than it can afford. The 'tax' was made affordable so that all cooperatives might participate in the development effort. Those member making a "significant" contribution shall be granted a seat on the Board of Directors. Non-co-ops and other organizations may become donors to CCDC. Once again, those making a "significant" contribution shall be granted a seat on the Board of Directors.

Ways to Assist
CCDC participants often support cooperative development through assistance to particular projects in a variety of ways depending on project needs. Participating cooperatives decide on a case by case basis if they are able to assist with the needs of a project. In this way participating cooperatives are only required to do what they may be organizationally or financially able to at a particular time. Methods of assistance may include;

Acting as a godparent for a nearby project,providing operational guidance on such items as officer structures, work schedules, financial structures and officer trainings.

Provide technical expertise on such items as new construction supervision, code requirements, financing sources etc...

Provide loan guarantees to assist in financing a new project for purchase or construction.

Provide loans for new start-ups for such items as furniture, washers and dryers, etc...

CCDC Services
The Campus Cooperative Development Corporation makes available a number of resources for the development of campus cooperatives. CCDC's experience with all types of campus cooperatives gives it the skills necessary to design and implement the best cooperative structure for the long term needs of all parties concerned. The CCDC will serve in all aspects of the development process necessary and will assist in the design of all systems for a new cooperative. CCDC will also coordinate the start-up months of a new cooperative and assist with long term operations.

Feasibility Analysis: Market analysis, project feasibility, and organizational analysis are all available from CCDC in the pre-development stages of a project. CCDC will tailor all analyses to the specifics of a cooperative project and will take into account the peculiarities of the various types of student markets within a college/university environment. CCDC will make recommendations on the best type of project to pursue, helping the organization to choose new construction or property purchase.

Property Research: CCDC will review potential property information, and inspect properties if desired. CCDC will prepare income/expense proformas for properties under consideration, and make recommendations on cost and purchase options. CCDC can also undertake all negotiations for the property purchase.

Design Consulting: For new construction projects, CCDC will work with the cooperative, its architects, and other involved parties to develop an economic building design that enhances the social structure of the cooperative.

Financial Packaging: CCDC can assist groups in obtaining financing through the National Cooperative Bank, a national bank set up to loan to U.S. cooperatives, through local lenders, or through specialized funding sources such as the Department of Education. CCDC will research financing options and recommend the optimal package for the organization's needs. CCDC will prepare applications for financing, including producing all financial projections necessary for the funding requests.

Secondary Financing: Several campus cooperative corporations have built up millions of dollars worth of assets in their property, some of which is available for equity financing. A project could also make use of pledged equity from one of the groups participating in the collateral pool as security to obtain financing, or to reduce their interest rate on bank loans.

Revolving Loan Fund: The Cooperative Development Foundation, a division of the National Cooperative Business Association, operates the Kagawa Campus Cooperative Development Fund to make loans for the development of student cooperatives. Funding is available for development costs, as well as some equity financing. CCDC will assist groups in obtaining loans from this fund.

Organizational Design: CCDC can assist with structuring the cooperative to meet the needs of the building(s) involved. This involves assistance with the incorporation of a new cooperative. Consultation also includes information on the use and adequacy of public space and social organizing to make the structure(s) conducive to co-op management and of maximum benefit to the student-residents.

Management Design: Drawing on successful examples of co-ops that exist in buildings owned by others the Campus Cooperative Development Corporation can help design fair agreements. These projects include buildings operated by a co-op corporation and owned by a university, college, or private investor. These can be structured as management contracts, where the owner hires the co-opas managing agent, rental agreements, where the co-op rents the space for its operations, or as master leases where the co-op has a lease with most management responsibilities.

Operational Systems Design: Research has found in the world of campus cooperatives proven systems for areas such as maintenance funding, finances, board structures, etc. which CCDC will tailor to the specific needs of a development project.

Start-Up Coordination: Through initial trainings for boards and members of new cooperatives CCDC will help projects to begin as self-sustaining groups. CCDC will supervise a minimum of one live-in intern per project who will receive minimal compensation for acting as an on-site resource for the first few months of a project. An intern will typically be a student, active and successful in the operations of an established co-op group.

Long-Term Assistance: Development contracts specify a period of membership in the North American Students of Cooperation, the bi-national trade and technical assistance organization for student cooperatives. NASCO provides on-going resources to all its members in organizational development and technical assistance.
